Much as I love a good urban legend, the real story might be more
interesting.

International Business Machines was so-named shortly before the first world,
so the three letters predate Clarke's writing by just a wee bit:

"The company is celebrating its centennial Thursday, marking the
merger on June 16, 1911, of four companies in Endicott, N.Y., that became
the Computing Tabulating Recording Corp. In 1914, the legendary Thomas J.
Watson Sr., took over as general manager of the company, renaming it
International Business Machines, and leading it until shortly before his
death in June 1956"
