Bom, tente ir comentando cada http_access até achar aquele que estava bloqueando tudo. A cada comentário, restarte o squid:
squid -k reconfigure.
Provavelmente alguma regexp deve estar pegando qualquer site.

Em tempo, algumas regras parecem estar erradas:
1. all deve ficar mesmo como 0.0.0.0
2. crie uma rede interna para o source 10.0.0.0/24 e faça a respectiva liberação.
3. Estou vendo que antes das suas acls, já há um 
http_access allow all, o que deveria deixar tudo passar, embora não seja
esse o comportamento.
4. tem uma regra http_access allow vazia...
