I don't recall now just when my outages were, except that they were
when I wanted it to work! ;-) I manage some systems at my boss's house
in SE, which is also on cable and when it goes out at either end
(recently the outages have coincided at both locations) I seem to hear
about it either directly or indirectly.

DSL at my location is probably more robust than average due to the
fact that I accidentally moved in about 500 feet from the CO.  I had
no idea what the building was until on a random neighborhood walk I
happened to notice a faded Pacific NW Bell sign outside an obscure
doorway.
