Broadband can be had most anywhere... but it can't hurt to check.  You 
could use a reverse lookup directory to get *a* phone number for the 
address you're interested in and do a loop qualification test on that.

As for safety, I would consider 85% of Portland proper to be at least as 
safe as the burbs you're looking at.  You may find this interesting:

reported in the vicinity of a specified address or intersection.
