For testing, no flags (except throwing in some -d's for pretty debugging 
output). From the startup script:

/usr/bin/ntpd -p /var/run/ntpd.pid -u ntp:ntp

Config:

restrict default notrust nomodify
restrict 127.0.0.1

driftfile /etc/ntp.drift
logfile /var/log/ntp.log

server time.nist.gov
server time-a.nist.gov
