Thanks, Charlie. That site, while it was complete enough, isn't organized in a 
way to jump out make me see what I was looking for. Another site that was 
recommended did, though:

http://www.norid.no/domenenavnbaser/domreg.html

From it, it was quickly obvious that .to and .cc are country domains. Because 
of the application, I was assuming that they were more in line with .com, 
or .biz, and were just ones that were really new. Interesting concept: a 
business in Oregon using a tld from the Cocos (Keeling) Islands (.cc). Kind 
of expands my understanding of naming conventions.
