I think that the generic term-of-art you are looking for is "captive
portal".  If you get one of the Linksys WRT54G you can even flash EWRT
(voiding your warranty) and get nocat installed on the access point!
Another option for the WRT is OpenWRT which lets you do all sorts of
interesting things with the little bugger.
