The way that captive portals work (as I understand it) is to
essentially block all traffic except web requests, which they redirect
to the authentication page.  In the case of nocat (in personaltelco
land anyway) the authentication page is basically an "I agree not to
do bad things".  When you click that the blanket blockage is removed
and you have access.  The DHCP server needs to give you an address
anyway or you can't talk enough to do the authentication.

Note that at PTP nodes, you can't ssh to your favorite host until
you've requested a random webpage so that you can click the "I'll be
good" button.
