Hi!

I was in the same dilemma when I was trying to help a bank
three (3) years ago.
When I assessed their system, they were using office software
for documents and internally developed software using the Xbase
language (i.e. clipper, foxpro, dbase) for reports, payroll, hrd, etc.

I advised them to migrate to Linux.
OpenOffice is available in Linux and very similar to MS Office.
With regard to the internally developed software, FORTUNATELY!
the source code is available. After research and testing, the most
feasible solution without need of any training would be to acquire
the commercial FlagShip software for Linux. It is SOURCE
COMPATIBLE with Xbase programming language.
You can even compile the same source code to run on Windows
and Linux. In Linux, the program can run in Text OR GUI mode.

RESULT: Everything worked out of the box without need of
any retraining on the part of the users. The system administrator
just needed basic system and network administration knowledge.
100% Microsoft Windows Free!
PLAN: Migrate to FOSS database (i.e. LAMP).

At that time, FreeDOS was not yet ready when we tested it.
There are also other commercial DOS (like DR-DOS, etc.)
which you can acquire for a very minimal fee but you will be stuck
to DOS applications.

In Linux, you can try DOSEMU (needs MS-DOS or DR-DOS) or
DOSBOX (intended for DOS games).
