Regarding BIR eFPS - Slow Site

hi all,
Just wanted to see if anyone in PLUG has any idea why the BIR eFPS system (https://efps.bir.gov.ph/) is slow.- Bandwidth+connectivity issue? (traceroute from PLDTMyDSL shows 18 hops to reach the site -- hosted by AyalaPort? )- Server Loading? (no load balancer?, design cannot add additional servers on demand?, DB issue?)- Why not have computer kiosks in the BIR offices just to do the eFPS filing? . . . . .
