That's because the licence covering the proprietary Chrome browser does
not convey the right of redistribution (and section 9 clarifies that
such right is specically _not_ conveyed).

But the Upstart init system remains one obvious package operation away,
if that's one's cuppa.  (I never liked it, FWIW, and it's basically
orphanware at the moment.)
