(It really would be nice if the term 'meetup' were used only in relation

If you would like there to be a keysigning party at an SVLUG event:

Step 0:  Identify a venue that will be suitable and available.  
         (One of these could be done over an informal dinner at SVLUG's
         longtime post-meeting dinner location, Frankie, Johnny, and 
         Luigi's Too Restaurant in Mountain View, or a vast number of
         other places.)
Step 1:  Declare the date.
Step 2:  Declare the time.
Step 3:  Declare the place.

(And then, be there to make it happen.)

Easy tutorials for running a keysigning party have been available on the
Internet for ages, and I have modest examples at
