As long as the announcement list is used strictly for that, I don't see
why anyone who is a member of the discussion list would object to being
a member of of the announcement list. Either everyone who is a member of
the discussion list is also a member of the announcement list or there
is no announcement list. In lieu of the announcement list, we can have a
convention of prefixing the subject line of messages sent to the
discussion list with [ANNOUNCE]. We might do this already and if we are,
I don't see the point of the announcement list at all.
