Generally, Chicago does not require LV be placed in conduit. In some
instances, there are requirements for horizontal runs to be in pipe, but
these situations are rare. Of course, all life-safety LV runs must be in
conduit, but general telecom LV may be run in open air utilizing the
appropriate cable type.
