As is mine; code does not require pipe for LV, but some building riser managers may require it. I have also run into inspectors that will occasionally try to say "you need conduit" -- but if you push them for the code and sight NEC they'll back off. This is a fight that's worth waging because pipe adds significant cost and thus reduces infrastructure and often causes customers to delay upgrades. This slows or stops work for all of us.
