I've been with Comcast for years. The service has been reasonably good. I've not noticed any throttling but haven't really checked. They didn't used to block port 25 on my residential line, and I ran a mail server just fine. Then something happened about 3-4 years ago and they noticed, and killed the port. I called them and they denied doing any port blocking several times, before telling me that they were blocking that port now because I was using it. (Uh, whut?) I switched to a business line with them, and they took three tries to hook it up properly. They simply could not figure out what type of router or modem I needed, and it took multiple calls to their office by their own technician to figure out that yes, they can in fact install a non-router cable modem on a business line. Epic fail. Once they sorted all of that out, however, the connection has been reasonably stable (a few outages but generally not for very long) and I've had no problems with the speed.
