I have a Silicon Dust HDPVR and it gets the OVA and unencrypted digital signal 
on its two tuners.  Wide Open West announced that when they do all digital 
they will not encrypt the basic cable cable channels.  Right now it is just 
the OVA  channels they do not encrypt, which is good since I lose the OVA when 
the weather gets bad.
I also have a Hauppauge 1212 connected via component cables to my HD cable box 
to record HD video.  The best it can do 1080i since it is component, but that 
is the highest the digital cable comes in anyway, and once Myth deinterlaces 
it the show is 1080p.

For your base install I would recomend Mythbuntu or LinHES (formally 
Knoppmyth).  Both have good setup options for Myth and helpful forums for 
questions.
