reasonable cost whilst providing a quality service.

Are you under any contract or obligation to use a plan only offering dynamic 
IP?

I think this may be possible, but I haven't looked for it.  Much easier just 
to get a static and know you won't have any problems -- hopefully then, you 
won't be breaking any acceptable use rules either.
