The link Andrew posted is back up but the software is no longer available. The 
spin is that it was only released to a limited number of users for evaluation 
purposes. I wonder if they will ever release their findings. 

To quote:
"The Linux version of ECI was only made available as a pilot to a limited 
number of users. The pilot has now finished and an evaluation will be 
completed in due course. Once the evaluation is complete the ATO will 
determine if or when a Linux version of ECI will be made available to the 
general public."
