 I find that it is very quick and easy to set up sites that follow
 the above Drupal templates.  However, making it look like
 a regular site will take more work.
 Also, making pages have more custom content, like images, takes either
 a skilled admin, or users who are familiar with HTML.

 Note that on both sites, I did not make the entire site drupal,
 so that I could fall back on other WWW tools (or plain old static content)
 for situations where drupal was a challenge to use, or inconvenient.

 If the above sites look a lot like what you want, go for it.
 They can be set up in a few short hours.
 A more customized look and feel that travel agents can update
 will be trickier.  I know that there are perhaps dozens of people
 in ABQ alone that make a living administering drupal sites.
 It can do a lot...  but takes some skill for that.
 I know you can do it if you want, but other CMS's might be
 worth considering if you do not want the site to look like
 a forum site, where most viewers tend to have accounts and log in.
