O jornal on-line First Monday (um dos primeiros jornais da Internet
revisado por especialistas) publica, em sua edição de novembro de 2004
(Volume 9, Number 11), um número especial sobre Software Livre e de
Csdigo Aberto - Free/Libre Open Source Software (FLOSS). São sete
artigos de seis diferentes países, apresentados em um simpósio ocorrido
durante a conferência conjunta da 4S (Society for Social Studies of
Science) / EASST (European Association for the Study of Science and
Technology) 2004 realizado em Paris entre os dias 25 e 28 de agosto de
2004, abordando diversas temáticas, entre elas os arranjos locais de
desenvolvimento e implementação, as interações entre usuários e
desenvolvedores, a demografia da comunidade e as dimensões
político-econômicas da concepção / adoção do FLOSS.

Cabe destacar que, dos sete artigos, dois são de pesquisadores
brasileiros, a saber:

/Free software: Some Brazilian translations/, de Alexandre Silva
Pinheiro e Henrique Luiz Cukierman

Alexandre Pinheiro é mestrando do Programa de Sistemas e Engenharia de
Computação do PESC/COPPE/UFRJ, na linha de pesquisas em Informatica e
Sociedade.

Henrique Luiz Cukierman é professor da linha de pesquisas em Informatica
e Sociedade do PESC/COPPE/UFRJ.

Abstract

In this paper, we want to relate two histories; a North American
history, in which we emphasize the bonds between the conception and the
diffusion of free software with the founding principles of North
American civil movements for democracy; and a Brazilian history, in
which we intend to verify how the proposal for the adoption of free
software by the government became an important part for the public
strategy of development retaking and affirmation of technological
autonomy. We intend to see how democratic ideals defended by the free
software movement are translated into Brazilian politics in such a way
that it can contribute to a new stage of free software development and
also to a stronger democracy.

Reducing transaction costs in information infrastructures using FLOSS/,
de Marcus Vinicius Brandco Soares

Abstract

Firms, or more generally, organizations, develop and become larger along
time, using more and more computers to work. This growth in the number
of computers leads to a growth of software use (operating systems and
their applications, for example) and, as a result, to the growth in the
number of software use/access licenses to be purchased and managed. For
the owners of software intellectual property rights, this process leads
to a greater supervision of users to regulate lawful access to software.

The situation occurs when all of the software used by an organization is
proprietary. This results in some costs -- transaction costs -- that are
not usually taken into account by administrators and managers. What
happens if FLOSS is used? We will show that this choice leads to a
reduction in transaction costs in terms of computation costs and in
terms of the number of managed contracts, which can be numerically
reduced by half.
