I would user with mrtg together with mrtg_total.pl (together with Jeff's suggestion for squid). MRTG produces some nice graphs, e.g. every day you have the daily usage (the day after) so you can see how you are going. Squid can be used in conjunction with "calamaris" which is a squid log file analyser. It can very quickly tell you who downlaoded the most ...
