The coders@slug list, which you can join at
http://lists.slug.org.au/listinfo/coders is probably a good place to
start for a few reasons:

 1. the bits of web development you want to ask about seem to be mostly
    code (plus database design, which I think has already come up on coders
    without problems).

 2. the coders list was the last list forked on the justification that
    the main list didn't entirely suit the needs of coders, and it hasn't
    been very active yet, another programmers' list seems premature when
    coders is not very active yet.
