i highly recommend the gigabyte fanless cards. they are around 10-20%
more expensive than the no-name but don't have fans, and those VGA
fans are reknowned for pitiful life spans.

a 7200GS is pretty cheap ~$40 or less and may suit your needs, i think
the next step is around the $60-70 mark.
