bandwith control on a LAN?

I'm looking at setting up a small LAN with abt. 30 XP systems;

what's the best way to implement some form of bandwidth control for some
of the PCs ?

are there routers that do that ?
do I set up a Linux box to do it?

pointers to relevant howtos much appreciated
