RE: bandwith control on a LAN?

I use Bandwidth Controller.

It's a commercial Windows bandwidth control application that can do load
balancing, IP address ranges, you can configure an administrator password,
and you can configure schedules for traffic shaping rules.

I'm exercising fiscal conservatism by re-ghosting my Windows gateway every
30 days to keep using it.
