Microsoft have always done this, I knew a bloke who worked for a non-profit
organisation and MS would give them Windows server licences for next to
nothing. Of course they are trying to stiffle the free competition. Being a
non-profit even $70 extra per server was not do-able so most of their file
servers ran linux, but they still had windows AD and exchange.
Realistically though the OEM licence is not seen as a cost for some
companies, so Linux can't compete there.
