Meaning that about 1/10 of one percent of HOUSEHOLDS WITH CHILDREN used a filter, even when it was 
given away for free. To put that into perspective, how many Windows users maintain Norton's 
anti-virus filters.

Would a rational person conclude from this that most Australian's don't want a filter and don't 
regard it as necessary?
