Precisely. In the history of the world, government censorship almost always begins with what seems to be relatively reasonable, harmless exclusions, at the time. However, it is extraordinarily rare for anyone's government to ever stop at that. Once you create this bar, it's oh-so-easy to nudge it just a little, now and then... and no one will notice but the hippies and university students, right? One day, some government stiff decides that breasts are obscene, and just like that, you are cut off from half the world.
