spam block by ISP ?

my friend wanted to send a Christmas greeting to her clients, she made an
HTML email with an image (about 70k total email size), and, I told her to
put addresses into bcc, 20 or so at a time, and, send that way.

after she sent it maybe 3 times, so perhaps 50 to 70 emails, Optus blocked
her smtp access 'for spamming' for 24 hours.

apparently, they will not unblock her smtp for 24 hours, no matter what

at which point I received an angry phone call, "didn't you know you're not
allowed to do that?"

question: do any other ISPs have such draconian policies ?

like, 3 or 4 70k emails to about 20 recipients each, known to sender is
hardly UCE, or is it ??
