character markup ?<:quote>

I am getting a file from SAP the CSV is marked up like this
"O?<:quote>clock",  which I have seen but I cannot remember where from.

Does anyone know what this markup is called,  I can simply replace the
above with ' to fix my problem but I don't want to miss other values.
