aspx/mssql hosting/monitoring recommendation

I need to run aspx/mssql website, fairly straightforward cms, seeking
recommendation of a reliable ms hosting provider

what's a good monitoring tool for load/response time, I'm currently trying
pingdom

I've set it up with netregistry win cloud server, but it turned out a
total disaster, with irregular timeouts
