I completely agree that a third party not standing for committee
should conduct the election.

So to make this clear:

* the President chairs over the AGM (consistent with Section 28 of the
constitution)
* a Returning Officer appointed by the Committee presides over the
election itself
* while there is no 'Returning Officer' referenced in the
constitution, it may be considered to be legal according to Section
15.6

In other words, no real change from previous AGMs.

Makes sense?
