[activities] committee members *must* be financial members

(changing subject to disentangle this from the funny thread)

I missed a bit. Section 18 "Casual Vacancies" stipulates that a
committee member's position becomes vacant if they cease to be a
member of the association. Section 3 "Nomination for Membership"
establishes that becoming a member requires paying membership fees,
and section 4 "Cessation of membership" establishes that membership
expires at the AGM.

So, either way, anyone elected to the committee needs to be a
financial member; else their position is vacant.
