[activities] Volunteering Talk: Rails 3

Hi All,

I'd like to volunteer to give a talk on Rails 3.  Probably a good idea whilst it's new, rather than letting it stagnate.

Still plotting out the talk outline.

I can't remember how long ago Taryn gave her Rails talk, so I'm still undecided if I should tackle this as an introductory talk or not.

At the very least, I will cover rails 2.x to 3.0 changes.
