I agree with this.

I wonder if it is a good idea, it just came into my mind.

How about having a pool of interested topics? From which
people with the knowledge or interest can choose to give
presentation or lightening talks. Because I think it is harder
for me to come up with sth that I want to talk about than
someone ask me sth and I happen know it. Also, it can
trigger us to explore new areas, where we haven't known
but are interested to know.
