I don't think so.

In the late 1990s and early 2000s SLUG thrived with no more
or no less advertising than it has now.

Back then, the reason I went to SLUG was because SLUG had a stream
of good speakers presenting on topics I was interested in. At that
time about 50% of attendees were developers or advanced Linux users.
SLUG meetings now consist mostly of users, with the developers
moving to the Python, Ruby, Javascript and Functional Programming
groups.

The secret to a strong user group is to provide presentations that
are interesting to other people who are sufficiently advanced to 
also present.
