Erik makes an interesting suggestion... I hadn't even 
thought about WebDAV, but that sounds like a real 
possibility.  Thinking (somewhat) along those same lines,
if you have the option of considering a real "fat client" 
like an office suite as the client, with the web acting
only as a repository, there are a couple of other things I'd
suggest looking at:

1. OpenOffice.org: is free, and has (in v 2.0+) support for 
scripting in Java.  This is nice, since Java has great 
distributed computing support, and plays very well with 
web-services.  I can see how you might construct a system
like this by combining Oo.O and some Java code using 
web-services, or something like the following:

2. JSR-170: Content Repository for JavaTM technology API

This is a more active JSR, and I believe I've seen some 
recent news about implementations starting to roll out.

3. JSR-147: Workspace Versioning and Configuration Management

This one seems somewhat stalled as they haven't updated 
anything in a while.
