Yes, in a way it is. The foundational ideas aren't exactly new. But
for some reason just quoting:

To paraphrase Doug McIlroy:
    (i) Make each program do one thing well.
    (ii) Expect the output of every program to become the input to another.
    (iii) Design and build software, even operating systems, to be tried early.
    (iv) Use tools in preference to unskilled help to lighten a
programming task.

...doesn't get much mileage with certain people. But, if you replace
every instance of program with Service... certain people listen.

That Doug McIlroy quote sums up pretty well the reason why SOA
projects will work (or fail) and also seems to encompass the "Agile
methodology" in four simple bullet points. And, he said that in 1978.
