What do you call this?

I just saw a demonstration of a Java application that I can't identify
what kind of product it is. Let me tell you what it does and then
maybe someone can give me a name for it.

It is a web page in a browser. It has Ajax controls. It has a list of
things in a tree down the left side and three main panes on the right.
When you click a name from the left side... the three panes on the
right show a grid, a form, and a tabbed set of sub forms.

You can create a form in it specifying data types for each field.

You can create a form that takes one type of form on the left and
associates it with another type of form on the right. You and add
rules for this type of "relationship" form that describes how the two
other forms relate to each other.

So, I've designed a set of forms and designed relationships between
them. What is this thing? It doesn't generate code. It doesn't create
programs. I just describes data and the rules between them and stores
the data. There is no way to read or write the data outside the tool.
There are no objects and no tables.

What is it?
