Try either of these:

or

Ostermiller Utils: <http://ostermiller.org/utils/CSV.html>


I've used the latter and it seems to work fine; the former is
written and maintained by a local fellow who works over
at Red Hat and is reportedly also a fine library.  I'm sure
one or the other can help you out.
