seek recommendations for web designer

The small company in which I work has a modest website which needs 
updating.  We seek recommendations for local web designers.

But is "web designer" the name of the profession I want?  I mean someone 
who is good with the graphical design of a website.  Good with HTML, 
CSS, the tools for making pictures.

At the same domain we host some JSPs running on Tomcat.  I do that 
stuff.  But some interaction may be necessary, between our JSPs (web 
application) and a web designer we hire.

Can TriJUG members recommend local web designers with whom you've had 
successful interactions?  Probably we are looking for individuals rather 
than companies.
