It works for me in principle - it is after all the thing we are trying to
achieve (along with making sure they are in a viewport if that isn't the
whole view) - but it seems harder to verify in practice.

  For checkpoint 4.6 the consensus on the list discussion was to modify this
  requirement.  I suggest adopting a proposal by Ian to generalize the
  requirement to "make sure caption text is not obscured by the background".
