They often do that wrong but at least in Australia if they have complied
with the appropriate Australian standards you would be able to get
round.

I have just had my local council out to see the lamppost that is right
in the middle of the new footpath, and the incorrect wheelchair ramp and
the 5% cross slope on the footpath.

The secret is apply standards correctly and all win, don't and all lose.

Near where I live there is a street corner that is now impossible to
safely
go around in a wheelchair because there is a wheelchair ramp in the way!
