It is neither pseudo-random, nor for that matter Microsoft created (its an
Open Software Foundation invention).

There will indeed be a risk of UUIDs/GUIDs (same thing, different name)
created around 3400 colliding with UUIDs created around 1990 on a machine
with the same IEEE 802 address.
