Alt tag required for horizontal dividing bar

What would be the appropriate alt for the two grey horizontal bars on the page http://www.gla.ac.uk/adulteducation/ ? The images are named x.gif and grey.gif. I've gone with " " for the moment, thinking that they're pretty much spacer images. Is this correct?
