You had me worried there.
I knew of the working group, and you led me to think that maybe they'd
produced something in the main DC namespace I wasn't aware of.

Hopefully any such element would use schemes (to allow for different ways of
stating accessibility assessments). As such a null value would be
meaningless, but it might be meaningful with a schema which only allowed for
one value (e.g. if a WAI scheme allowed for "A", "AA" and "AAA", but only
one of those, then null would presumably mean that none of those applied) -
however if such a scheme had a value defined which meant there was no such
qualification this would be more useful in being more explicit.
