Updated ATAG2 draft implementation report

Fairly minor changes....

- clarified that Dreamweaver is only a partial implementation of  " A.3.6.4 Multiple Sets", because it only has multiple keystroke command sets, not multiple display sets. (in my opinion this SC is at risk)

- changed the red highlighting to orange to increase contrast
