Platform accessibility service test procedure (Windows 7)

Hi all,

Here is Tom's draft "Platform accessibility service test procedure" for Windows 7. This will be used by testers to test SC A.1.2.2 (http://www.w3.org/WAI/AU/2013/ED-ATAG20-20131028/#sc_a122) for non-web based tools.

Please review and send any edits/suggestions.
