New Draft Charter for ATAG WG

Please review a new draft charter for the ATAG WG.  I have updated it to 
reflect that we are more advanced through Candidate Recommendation than 
we were when we last voted on the charter.

Please be sure to attend the meeting on Monday the 20th to vote on the 
charter, or if you cannot attend, please give your vote by email to the 
list by end of day Tuesday 21 April.

The primary changes from the previous draft are:
* Removed Implementations from the Success Criteria, because this is 
complete
* Removed 2013-2014 timeline details
* Removed completed deliverables from Scope
* Changed the communication statement to remove the WAI Coordination Group
* Updated the Decision Policy to 2015 language and references.
